Job Description

The Development Officer/Building Inspector is responsible for the administration of the Planning and Building Standards programs of the Cypress Planning District (Carberry-Glenboro-Neepawa area). This position works with three municipalities providing support and advice in moving development plans forwards and conducting building inspections ensuring code compliance. Frequent local travel required.

Major duties will include:

  • Reviewing development proposals to determine compliance with the planning, zoning by-laws and policies of the Planning District and its member municipalities.
  • Reviewing construction proposals to determine compliance with the Building by-laws and Manitoba Building and Plumbing Codes including the issuance of Building and Development Permits and the inspection of construction projects for Code compliance.
  • Providing advice and information to the general public, contractors, developers and others relating to land and building development.
  • Providing advice and information to Municipal Councils and Administration.
  • Providing general administrative support to the Board of the Planning District.

Qualifications:

Knowledge, Skills & Abilities:

  • Working knowledge of municipal and provincial legislation related to planning and development approval, including the administration of zoning by-laws.
  • Working knowledge of building by-law and building code administration.
  • Working knowledge of the practices of municipal government in the regulation of land use and development.
  • Ability to exercise a high degree of independent action and make decisions in an accurate and consistent manner.
  • Ability to communicate effectively both orally in large group settings and in writing.
  • Must hold valid Class 5 Manitoba Driver’s License and reliable vehicle
  • Familiarity with computer software including Microsoft Office, SharePoint, and ability to learn new programs.

Experience & Education Preferred:

  • Minimum Grade 12 education with post secondary education in construction, planning, engineering or other related field, or an equivalent combination of experience and education.
  • A minimum of 2 years experience in the construction industry with good working knowledge of construction trades, details and building specifications.
  • Training and/or Certification in Part 9 and/or Part 3 Building Code inspections from the Manitoba Building Officials Association (MBOA) or a similar body considered a strong asset.
  • A minimum of 2 years experience in development control, planning and or related municipal experience is desirable.
  • Experience in a managerial and administrative role an asset.
